The VTO Program is an option for County employees looking to balance work and personal/family demands.  Full time employees can use VTO to reduce their fiscal year working hours without losing full time employee County benefits.  Interested employees are encouraged to discuss with their manager to determine if VTO is a good option and meets the Department's operational needs.

Eligibility Requirements:

  • You must be a full-time employee.
  • Your Supervisor and Department Head must approve your request to participate in the VTO program.

Fiscal Year (FY) 2025 - 2026 VTO Enrollment Process:

If you wish to participate in the VTO program for FY 2025-2026, you should complete the VTO process through Workday (see VTO Quick Reference Card for instructions.) VTO applications are accepted year-round. However, employees wishing to get the maximum time off for the 2025-2026 fiscal year must submit a VTO application no later than June 6, 2025.

  • Deny by sending a notification to the employee and to the Benefits Division (benefits@smcgov.org) and leaving the VTO request pending in Workday. If the application is denied, employee must be informed of the appeal process.
