Notice of Public Hearing on the County's Consolidated Plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) Programs.

On October 10, 2017 the Housing and Community Development Committee will meet to review and provide a forum for public comment on countywide and local community needs and priorities related to the preparation of the San Mateo County 2018-2022 Consolidated Plan for federal CDBG, HOME, and ESG funding. Residents and interested parties are invited to attend and speak on the above matter.

This forum will follow a hearing to provide Funding Recommendations as part of the Affordable Housing Fund (AHF) 5.0 Notice of Funding Availability process.

In order for the County to receive HUD funding under CDBG, HOME, and ESG, the County is required to prepare a five-year Consolidated Plan and an annual action plan describing the County's needs and priorities, establishing funding objectives, and proposing activities to be funded under the respective programs. The Consolidated Plan and Action Plan are both an application for funds and a local planning document. All proposed funding objectives and activities must meet HUD requirements of benefiting low-income persons by providing decent housing, a suitable living environment, and expanded economic opportunity.  

The funding priorities identified in the Consolidated Planning engagement process will inform the strategies in the Consolidated Plan and Notice of Funding Availability for the FY 2018-19 Plan Year released in December 2017. A draft of the Consolidated Plan, which includes the FY 2018-19 Annual Action Plan budget, will be available for public comment by March 2018. Once approved by the Board, the Consolidated Plan will be submitted to the U.S. Dept. of Housing and Urban Development (HUD) on or before May 15, 2018.
