Annual Action Plans

The Consolidated Plan (ConPlan) is carried out through Annual Action Plans, which provide a concise summary of the action, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified in the ConPlan. The Annual Action Plan links national objectives to local project and program priorities, providing necessary context and justification for local decisions regarding the use of federal funds.

Consolidated Annual Performance and Evaluation Report (CAPER) 

DATE: EVERY SEPTEMBER ISSUED FOR PREVIOUS FISCAL YEAR (July 1 through June 30)

The Consolidated Annual Performance and Evaluation Report (CAPER) is a key reporting tool used by the County to document accomplishments and progress in housing and community development programs funded by HUD, including the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions grants (ESG) programs. The Department of Housing submits a CAPER annually and provides a detailed assessment of how federal and non-federal resources were used to meet the priority needs identified in the Consolidated Plan.

The CAPER serves several purposes including:

• Accountability: Demonstrates how funds were spent and whether program goals were achieved.
• Performance Measurement: Tracks progress toward specific goals and objectives outlined in the Consolidated Plan and Annual Action Plan.
• Data Reporting: Uses HUD’s Integrated Disbursement and Information System (IDIS) to automatically pull data on activities, accomplishments, and beneficiaries.
• Public Transparency: Provides information to the community and HUD on program outcomes and community impact.

Housing Element

The County has released for public review the draft Housing Element that outlines expected housing needs for the next eight years, from 2023 to 2031. The 2023-31 draft Housing Element covers the unincorporated areas of San Mateo County, that is the half of the county not within a city or town limits. This ranges from rural (Pescadero, Montara) to suburban (Broadmoor, Emerald Lake Hills) to urban (North Fair Oaks, unincorporated Colma).
