The County of San Mateo Department of Housing is pleased to announce the eleventh round of its Affordable Housing Fund (AHF 11.0) Notice of Funding Availability (NOFA) for approximately $20.2 Million in Measure K funds, approximately $8 Million in federal funds (including CDBG, HOME, and HOME-ARP) and an estimated amount of up to $2.2 Million in RDA Housing Trust Funds. The AHF 11.0 NOFA with an attached copy of the application is posted on the Department of Housing’s website under the “NOFAs, Bids & Proposals” tab at https://www.smcgov.org/housing/ahf11-nofa.

The AHF 11.0 NOFA has been updated with input from County and community stakeholders. The format has been changed to eliminate repetition. Some substantive changes include:

  • Creating a cut-off date for a project to meet threshold requirements and a process for appealing a finding that a project did not meet threshold requirements;
  • Clarifying when an Exclusive Right to Negotiate qualifies as site control;
  • Adding Farmworker Housing as an eligible project type with competitive points;
  • Adding new components to and revising our underwriting guidelines; and
  • Requiring that the County Regulatory Agreement be in a first lien position and not imposing a specific limit on the number of restricted units.

Applications must be submitted online through the City Data Services (CDS) website. Instructions can be found in Section II (Application Process) of the AHF 11.0 NOFA.  Important dates include:
