The Consolidated Plan is a strategic planning document that serves as the framework for a community-wide dialogue to identify priorities that align and focus funding from the U.S. Department of Housing and Urban Development (HUD) Community and Planning Department (CPD) formula block grant programs: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant program (ESG). The Consolidated Plan is carried out through the Annual Action Plan, which provides a summary of the actions, activities, and resources that will be used in the next year to address priority needs and specific goals identified by the Consolidated Plan.

 

Preliminary findings on housing and community development needs identified through data analysis and stakeholder consultation, as well as initial strategies and goals for the 2023-2027 Consolidated Plan, will be presented to the County’s Housing and Community Development Committee (HCDC) and the general public for feedback. Additionally, a list of preliminary projects to be funded through the 2023 Annual Action Plan and via State Permanent Local Housing Allocation (PLHA) funds will be presented. Feedback from HCDC and the general public will help the County refine the plans as the drafts continue to be developed and to finalize recommended FY23-34 funding allocations. A public hearing and 30-day comment period will be held in the spring of 2023 to provide the public the opportunity to comment on the complete drafts of both the 2023-27 Consolidated Plan and 2023 Annual Action Plan.

 

A Public Hearing will be held on February 22, 2023 from 1:00 p.m. to 2:00 p.m. PST. Members of the public can participate in-person or virtually.
