The Emerald Lake Hills Design Review Officer is appointed by the Community Development Director (who is the Design Review Administrator) to act as an assistant of the Design Review Administrator as the Design Review Officer, who may exercise all of the powers of the Design Review Administrator. The Design Review Officer ensures that new development is compatible with the physical setting of the site and the visual character of the community.  In June 2026, the Board of Supervisors adopted an updated Design Review Ordinance that has made this process ministerial (staff-level), effective July 23, 2026, for design review areas outside of the Coastal Zone. 

Following the adoption of the Design Review Ordinance Update project, public hearings for Emerald Lake Hills Design Review Officer will only be scheduled as needed for review of projects submitted prior to the effective date of the updated ordinance.
