CDX for New Midcoast ADUs/JADUs during Building Permit Moratorium

  • For new ADUs/JADUs that typically do not require planning permits, we encourage applicants to apply for a Formal CDX at this time, for placement on the Waitlist for prioritized building permit application and processing (based on CDX approval date) when the cap is lifted. These applications should include: 1) CDX Form; 2) Planning Application form (signed owner’s concurrence); and 3) Architectural and Civil Plans, showing trees, creek, and/or habitat, grading, and adequate detail to demonstrate compliance with ADU regs.
Steps in the Planning Permit Process

If a planning or zoning permit is required, it generally needs to be processed before a building or construction permit is applied for. The Planning Section of the Planning and Building Department processes these permits. When additional Planning permits are required, the longer permit processing time and higher-level decision-making body would apply to the concurrent processing of associated permits. In reviewing and processing your permit application, the assigned planner will generally complete the following steps:

1. Initial Application Review

The planner reviews your project to determine whether your application is complete. Staff may inspect to evaluate site conditions and potential environmental and neighboring property impacts.

2. Permit Decision

A staff-level determination of exemption is required.

3. Appeal Period

These decisions are ministerial and are not appealable.
