Overview of Confined Animal Regulations & Permit Requirements
A project may qualify for a permit exemption if a property owner is 1) keeping less than six (6) animals in rural areas zoned open space or agriculture or timber preserve, or is 2) keeping less than three (3) animals in urban areas zoned open space or agriculture. A Certificate of Exemption will be granted upon demonstrating that: a) The parcel size and number of animals criteria will be met; b) Animal structures will not be located in environmentally sensitive areas; and 3) Runoff control and manure management will occur.

Steps in the Planning Permit Process
If a planning or zoning permit is required, it generally needs to be processed prior to application of a building or construction permit. The Planning Section of the Planning and Building Department processes these permits. When multiple permits are required (e.g., Coastal Development Permit and Design Review Permit), the longer permit processing time and higher level decision-making body would apply to the concurrent processing of associated permits. In reviewing and process ing your permit application, the assigned planner will generally complete the following steps:
1. Initial Application Review
The planner reviews your project to determine whether your application is complete. An inspection may be completed by staff to evaluate site conditions and potential project impacts to the environment and neighboring properties.
2. Permit Decision
A staff-level determination of exemption is required.
