The County of San Mateo Department of Housing offers housing vouchers to eligible residents through the Housing Authority of the County of San Mateo. Housing vouchers have paved the way for many individuals and families to obtain affordable housing.
Housing Authority's Rent Café is an online portal which is available 24 hours a day, seven days a week. Applicants can register through Rent Café to be considered for tenant-based rental assistance or project based rental assistance when waitlists are open.
For residents that have received a housing voucher, DOH provides a variety of resources to help current housing voucher holders successfully navigate through the process of securing affordable housing.

What is the difference between a project-based voucher and tenant-based voucher?
Project-Based Vouchers
Project-Based Vouchers are vouchers that are attached to a specific unit or rental property. These vouchers are made available for those eligible, but these vouchers are not attached to the tenant themselves.
Tenant-Based Vouchers
Tenant-Based Vouchers are vouchers that are awarded directly to the voucher holder or tenant. This voucher allows voucher holders to choose their housing within the private market.

I have been approved for a Housing Voucher, what's next?
Once approved by the Housing Authority (HACSM), an eligible family receives a Housing Voucher that authorizes them to find a rental unit.
At the voucher briefing, applicants will learn their obligations under the program and will receive the Request for Tenancy Approval (RTA) packet. Housing Vouchers are valid for 180 calendar days after the issue date or once the voucher is signed. Once the RTA is received, new voucher holders can begin searching for their new home.
For Tenant-Based Vouchers, the participating families are responsible for securing their own housing unit within the time limit specified on their voucher. Voucher holders are to choose a rental unit within San Mateo County.
For Project-Based Vouchers, the rental assistance is attached to a specific rental home that is provided to the voucher holder.

Tiered Subsidy Table
A Tiered Subsidy Table is a tool used to determine the maximum monthly subsidy a voucher holder or tenant can receive for rent and utilities. Subsidies are based on household's annual adjusted income and household/voucher size.

Subsidy Standards
Subsidy Standards
Subsidy standards determine the appropriate number of bedrooms needed for eligible families of different sizes. The family unit size number is entered on the voucher issues to the family. The family/household members will incur the additional cost for any bedroom(s) above the allocated unit size.
HACSM does not determine where family members may sleep or who shares a bedroom or other room in the home. The following requirements apply when HACSM determines family unit size:
- The subsidy standards will provide for the smallest number of bedrooms needed to house a family without overcrowding
- The subsidy standards will be consistent with space requirements under the housing quality standards
- The subsidy standards will be applied consistently for all families of like size and composition
In issuing vouchers, HACSM will use the following guidelines:
- Head of household and spouse, co-head, or partner will be issued one bedroom
- All remaining family members will be issued one bedroom per two family members regardless of gender, age, or relationship of these family members
- Live-in aides will generally be assigned one bedroom. No additional bedrooms will be assigned for the live-in aide's family (if applicable)
What is tolling time?
Tolling time is the time period during which a voucher's expiration date is paused while voucher participant is searching for a new unit. This time period begins when a voucher participant submits a Request for Tenancy Approval (RTA) to the Housing Authority, and ends once Housing Authority approves, rejects, or voids the RTA. Tolling time may be provided by the assigned inspector during the RTA process

Emergency Housing Voucher
The Housing Authority of the County of San Mateo (HACSM) has been awarded 222 Emergency Housing Vouchers (EHVs) from the U.S. Department of Housing and Urban Development (HUD).
Eligible individuals/households include people who meet the following criteria:
- Homeless
- At risk of homelessness
- Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
- Recently homeless as stated in EHV regulations and determined by homeless service providers
*Per HUD regulations, HACSM may not accept applications for EHVs directly from the applicant. Rather, the San Mateo County Continuum of Care (CoC) will be providing services and referring individuals or families to HACSM for the vouchers by way of the Coordinated Entry System (CES).
Stability Vouchers
The Housing Authority of the County of San Mateo (HACSM) has been awarded 40 Stability Vouchers (SVs) from the U.S. Department of Housing and Urban Development (HUD)
Eligible individuals and households include people who meet the following criteria:
- Homeless
- At risk of homelessness
- Fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking
- A veteran or family with at least one veteran member who meets one of the proceeding criteria
*Per HUD regulations, HACSM cannot accept applications for SVs directly from the applicant. Rather, the San Mateo County Continuum of Care (CoC) will be providing services and referring individuals or families to HACSM for the vouchers by the way of the Coordinated Entry System (CES).

Tips for meeting a new landlord

- If you have children, ask a family member or friend to watch your children, if possible, in order to pay attention to the questions and information that the landlord is sharing.

I found a potential landlord, what's next?
Submitting a Request for Tenancy Approval (RTA)
Once you have found a potential unit, the Housing Authority requires you to submit a Request for Tenancy Approval (RTA). All sections of the RTA must be completed and signed by both the landlord and tenant. Incomplete RTAs may be rejected and returned.
Please note that you can only submit one RTA at a time.
You can submit the RTA to the Housing Authority by:

Upon receipt of your RTA paperwork, the Leasing Team will contact the owner and tenant to schedule an inspection as soon as possible.
Factors to Consider while submitting the RTA

Affordability
- HACSM will review your rent portion and will determine if it is affordable for your household. If your rent portion is more than 50% of your monthly income, HACSM will likely deny the RTA as "not affordable" for your household
- Rent Reasonableness
- If the rent being asked by the owner is higher than comparable, unassisted units in their property, or the rent charged for comparable units in the private unassisted market, it would be considered unreasonable and the RTA will be denied

Portability
What does it mean to port to another county?
Portability is the process through which a voucher holder can transfer or "port" their rental subsidy from their current Housing Authority to another. This applies to voucher holders planning to move into an area managed by a different Housing Authority.
Can I port to San Mateo County?
The Housing Authority of the County of San Mateo accepts Section 8 voucher holders from other jurisdictions.
To port into San Mateo County from another county, request a transfer from your initial Housing Authority. Your initial Housing Authority can then forward a transfer packet to the Housing Authority of San Mateo County upon approval.
Once the packet is received, a representative from HACSM will contact you for next steps in the process.
Can I port to another county?
Depending on the program that you are receiving assistance from, you may qualify for portability to other Housing Authorities. Please contact your Housing Program Specialist (HPS) for assistance.

I'd like to relocate to another unit within the county
To relocate into another unit, please follow these steps:
- Reach out to your assigned Housing Program Specialist (HPS) to discuss your plans of moving. Tenants with project-based vouchers will not be able to move with the rental assistance.
- Give a proper notice to vacate to your landlord (at least 30 days before your planned move) and provide a copy of the notice to your assigned HPS or to csteam@smchousing.org. You can also mail or drop off the copy to our Dropbox at 264 Harbor Blvd., Building A, Belmont, CA 94402
Soon after receiving a confirmation that your notice has been received, your relocation voucher documents will be sent to you electronically through Docusign. If an email address was not provided, the documents will be mailed to you instead.
If you are in "good standing" (no back-rent or other unresolved issues), the relocation voucher can be issued.

My household income changed
Income Changes
Participants in HACSM housing assistance programs can report changes in income by contacting interims@smchousing.org or by filling out the Change of Income form in Docusign
Decreases in Income
If your household income has decreased:
- Submit the decrease of income, in writing, to your assigned Housing Programs Specialist, or to interims@smchousing.org, advising of the income that has decreased.
- Provide verification of the income that has decreased, which may include paystubs, notification of termination of employment, revised child support documentation, or a Social Security award letter.
- You will be notified, in writing, if additional information is needed.
- You will be notified, in writing, if there are any changes to your rent portion including the effective date of the change.
Increases in Income
If your household income has increased:
- Submit the increase of income, in writing, to your assigned Housing Programs Specialist, or to interims@smchousing.org, advising of the income that has increased.
- Provide verification of the income that has increased, which may include paystubs, offer of employment letters, revised child support documentation or a Social Security award letter.
- You will be notified, in writing, if additional information is needed.
- You will be notified, in writing, if there are any changes to your rent portion including the effective date of the change.

Income & Rent Limits
The U.S. Department of Housing and Urban Development (HUD) establishes income limits based on the Area Median Income (AMI) for each county in each state. These limits are used in determining a family’s initial eligibility to participate in HACSM’s administered housing assistance programs.
For a family to be eligible for federal housing assistance in San Mateo County, the total household income must not exceed the established yearly income limits as listed in the table below.
My household composition changed
Household composition changes must be reported within 10 days of occurring.
Acknowledgement from your landlord/property allowing the additional person on your lease is needed, a new HACSM application to capture the new member's information is to be completed, and all required documents (ID, sources of income, etc.) must be submitted.

If you have an account in Rent Café PHA, please login to your account and make the necessary changes to your application OR you can register for an account in Rent Café PHA to make updates to your application.

If you do not have a Rent Café PHA account or are unable to access Rent Café PHA online, you must notify the Housing Authority of the County of San Mateo (HACSM) in writing of any changes to the contact information on your waiting list application.
Changes may include, but are not limited to:
• Address
• Phone number(s) and/or email address
• Household members
To report the change, please write a letter to HACSM with the information that needs to be updated. You must include the head of household’s full name and last four digits of the head of household’s social security number on any request to change the waiting list information.
A change of address notification received by the U.S. Postal Service will not be accepted as valid notification of an address change. If you move, a written notification to update your address must be sent to HACSM at 264 Harbor Blvd., Bldg. A, Belmont, CA 94002.
Telephone or verbal requests to change your application information are not accepted.
I don't agree with the amount of rent noted on my "Notice of Change." What do I do?
If you do not agree with the amount of rent noted on your "Notice of Change," please write to your Housing Program Specialist within 30 days as the notice states.
Your HPS can set up a call or an in-person appointment in order to review all of the documentation that was provided. A detailed breakdown of the calculation can be sent through mail or email to review before meeting via phone or in-person.
I received a termination of eligibility letter, what do I do?
Please review the details of the letter. The letter should state the reason(s) for the termination of eligibility of your voucher.

Initial Eligibility Process
Selection from the Waiting list

After applying to a Housing Authority of the County of San Mateo wait list, applicants must always keep their information current; failure to do so may result in your name being removed from the waiting list.
- Applicants are selected from the waiting lists based on applicable preferences then by lottery; applicants will be notified of selection and any required appointments or process completions via email or regular U.S. first-class mail.
NOTE: Applicants to certain programs, such as Veterans Affairs Supportive Housing (VASH), Family Unification Program (FUP), Mainstream, or Permanent Supportive Housing (PSH) are directly referred from service providers.
The Intake Process
HACSM uses various methods to collect information and complete the intake process:
- Applicants can be notified via email to complete the intake process through the Rent Café PHA portal
- Applicants can be sent information via email or DocuSign to complete documents electronically
- Applicants can be sent a paper packet to complete and return to HACSM
- Applicants can be scheduled an in-person appointment to complete intake forms HACSM will require documentation that includes, but is not limited to:
- Income verifications (paystubs, benefit award letters)
- Bank statements
- Vital documents (driver license or ID, Social Security cards, birth certificates)
HACSM may need to send third-party verifications and will continue to communicate with applicants to get the intake application complete and ready for calculation.
Once HACSM has all the required and necessary documentation, HACSM will determine if the application can be approved and calculate the assistance amount.
Application Approval
HACSM will notify applicants who have been determined eligible for assistance. The notification is generally an appointment to attend a voucher briefing. Voucher briefings may occur virtually (Zoom or Teams), by phone, or in person.
At the voucher briefing, applicants will learn their obligations under the program and will receive the Request for Tenancy Approval (RFTA) packet. Once the RFTA is received, new voucher holders can begin searching for their new home.
Denial of Assistance
If an applicant is denied, it’s often due to being over the program income limits or for being non-compliant with some part of the eligibility process. Applicants will receive a letter advising them of the denial and rights for informal review.
I received a notice to vacate
For assistance, please provide copies to your assigned Housing Program Specialist (HPS) and they will help navigate next steps. A potential relocation request may be needed.

- The manager says the unit has already been rented but the sign or ad is still posted;

- The manager says that the rent will increase depending on the number of people residing in the unit;

If your landlord refuses to make repairs to your rental unit, you have the right to seek legal action/assistance. You can contact your assigned House Program Specialist (HPS) to seek potential relocation if your unit becomes uninhabitable.
Landlord Obligations
Your landlord must repair health and safety issues.
Under California law, all rental housing must be habitable, which means it must be kept safe, clean, and fit to live in, and complies with all applicable building and health codes. This includes such things as providing safe and working plumbing and hot and cold running water, heating, electrical equipment, floors, and stairs; effective waterproofing; windows and doors with working locks; and keeping the property free from roaches, rats, and other vermin.
