The San Mateo County Department of Housing (DOH) Asset Management team supports the long-term success of affordable and multifamily rental housing funded by the County. These properties serve low-income households, including families, seniors, veterans, individuals with disabilities, farmworkers, transition-age youth, and people experiencing homelessness.

We not only monitor housing quality and financial health but also provide essential services to borrowers and partners. Below you’ll find details on loan servicing and compliance requirements.

Loan Servicing

Loan Balance Confirmations: Borrowers and auditors may request confirmations of outstanding loan balances by emailing AssetManagement@smchousing.org. Please allow five (5) business days for a response.

Borrowers seeking to modify existing DOH‑funded loans or obtain DOH consent for agreements or transactions with other parties must submit a Loan Modification Form. All forms and supporting documentation must be submitted to AssetManagement@smchousing.org

Requests may include:

  • refinancing or restructuring existing debt
  • subordinations
  • amendments to affordability restrictions
  • transfers of ownership or partnership interests
  • other changes requiring DOH approval

Currently, the County is considering requesting that the cost of DOH staff time and County Attorney review be payable by the Borrower and recovered through the Proposal Review Fee. Further details will be made available if enacted.

Proposal Review: To modify loans or request approvals for transactions such as extensions, refinancing, ownership transfers, or changes to affordability restrictions submit a Proposal Review Request Form. A review fee applies to cover staff and legal costs.

Compliance Requirements

Annual Reporting: Until our new database is launched, please submit annual compliance reports and documentation via email: assetmanagement@smchousing.org

Monitoring and on-Site Inspections: DOH conducts periodic reviews of County-financed projects to ensure compliance with financing agreements and regulations. Reviews include:

  • Onsite Physical property inspections
  • Tenant file and management record audit
