The Housing Authority of the County of San Mateo announces the posting of their draft 2026 Moving to Work (MTW) Plan in anticipation of a public hearing at the Board of Commissioners on Tuesday, August 26th, 2025.
The purpose of the hearing is to obtain input from County residents and other interested parties in reference to the FY2026 (7/1/2025 – 6/30/2026) Moving to Work (MTW) Annual Plan to be submitted to the U.S. Department of Housing and Urban Development. Acting as the Board of Commissioners of the Housing Authority, the public hearing will be held on August 26, 2025, at 9:00 a.m. at the Board of Supervisors, meeting in the Chambers of the Supervisors, located at 400 County Center, Redwood City, 94063, and via ZOOM. The Housing Authority will also be accepting public comments concerning the DRAFT MTW 2026 Plan from 7/25/2025.

Moving to Work (MTW) is a demonstration program that allows housing authorities to design and test innovative approaches in assisted housing. The MTW program is administered by the Department of Housing and Urban Development (HUD). The Housing Authority of the County of San Mateo (HACSM) is one of the original 39 agencies of the MTW program. As of June 2024, there are 130 housing authorities in the MTW program, out of over 4000 housing authorities nationwide. HACSM has developed many activities to increase housing choice for low-income families, streamlined administrative processes and created a program that is more transparent, easy to understand and more equitable for assisted families. Following is a brief list of some of the activities that HACSM has implemented as an MTW agency:
- Triennial recertification schedule for elderly/disabled households
- Tiered Subsidy Schedule
- Affordable Housing Fund
- Biennial Unit Inspections
