The following document is available for public review and comment: the San Mateo Urban County HOME Consortium “Consolidated Annual Performance and Evaluation Report” (CAPER) for fiscal year 2025-2026 (July 1, 2025 through June 30, 2026). 

The CAPER is a year-end programmatic and financial report summarizing all federal HUD formula grant funded programs, including Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grants (ESG) funds. A copy of the draft CAPER will be available for the public to review between September 8, 2026 and September 25, 2026 online at www.smcgov.org/housing/doh-public-notices. A paper copy will be available for public review at the San Mateo County Department of Housing, 260 Harbor Blvd., Building A, Belmont, CA 94002 or can be requested by contacting Douglas Frederick at dwfrederick@smchousing.org or (650) 561-5069. 

Written comments regarding the Urban County’s CAPER should be received by September 25, 2026 at 5:00 p.m. and can be submitted either via email to dwfrederick@smchousing.org or by mail to the San Mateo County Department of Housing, 260 Harbor Blvd., Building A, Belmont, CA 94002.
