FYs 2015-17 Measure A Request (District 3)

Coastside Beach Shuttle Program San Mateo County Transportation Authority - Local Shuttle Program Grant $35,000 for One-Time Matching Funds

This is a request for a one-time pledge of matching funds up to a maximum of $35,000 in connection with a grant application to the San Mateo County Transportation Authority Local Shuttle Program. The San Mateo County Transportation Authority Local Shuttle Program for FYs 2016-17 and 2017-18 Call for Projects was developed using guidelines and criteria from the C/CAG Local Transportation Services Program under the Countywide Congestion Relief Plan and the SMCTA Measure A Sales Tax Program.

The combined program offers up to $10 million for commuter and community shuttles to assist residents and employees to travel within San Mateo County or to connect with a regional transportation service such as SamTrans, Caltrain, BART or ferries. The Call for Projects is for applicants who will start new local transportation services, augment existing services or continue projects previously funded under the Congestion Relief Plan or Measure A Sales Tax Local Shuttle Program.

The Coastside Beach Shuttle program is intended to offer a connection shuttle to the Half Moon Bay area beaches and the Fitzgerald Marine Reserve, areas which are not served by the standard SamTrans bus routes. The Coastside Beach Shuttle will be a single shuttle bus which travels from the SamTrans bus stop at Main Street and Poplar, which serves both Route 17 and Route 294, offering a trip to Half Moon Bay State Beach, Roosevelt Beach and Fitzgerald Marine Reserve in four rotations on Saturdays and Sundays only. This will allow the “last mile” connection to popular recreational destinations.

The timing will be 9:30 a.m. to 4:30 p.m. on weekend days only. The resolution would authorize the County Manager to execute the necessary agreements with the SMCTA to encumber any SMCTA Local Shuttle Program funds awarded and any subsequent documents relating to the grant, and commit a 25% local match of up to $35,000 for the Coastside Beach Shuttle program if awarded the requested SMCTA Shuttle Program funds. The proposed Coastside Beach Shuttle Program contributes to the 2025 Shared Vision of an Environmentally Conscious Community in promoting an expanded group of visitors easier access to recreational areas along the Coastside, which also is in line with the Coastal Act’s philosophy.

The two-year Coastside Beach Shuttle Program budget is $140,000. If awarded, the Shuttle Program grant of $105,000 will cover all shuttle bus costs including the driver, fuel and insurance. The County’s 25% grant match of $35,000 will be covered by the district-specific Measure A Funding allocation for District 3. Total Measure A Request: $35,000 The release of funds will be contingent on the execution of a Grant Agreement providing for the County’s confirmation of the expenditure of funds during FY 2015-17 for the purposes stated herein.
