PROJECT SUMMARY: DISTRICT 2 (Supervisor Carole Groom) FY 2016-17 Request Measure K Request One-Time Grant of $90,200 to LifeMoves For Critical Infrastructure Upgrades and Improvements to two Homeless Facilities

This is a request to authorize a grant to LifeMoves, and resulting grant agreement for  the term April 11, 2017, through June 30, 2017 in an amount not to exceed $90,200 to provide for critical infrastructure upgrades and improvements for the First Step for Families (FSF) homeless facility and the Vendome homeless facility (both located in the City of San Mateo). The proposed agreement will be administered and managed by the County Manager’s Office.

LifeMoves will use the funds to upgrade and improve the following two site-based homeless facilities:

LifeMoves’ First Step for Families (FSF) is located at 325 Villa Terra, San Mateo, CA 94401. The facility serves 39 homeless families each night (and over 80 children).

LifeMoves’ Vendome is located at 415 2nd Avenue, San Mateo, 94401. The facility serves 16 homeless men and women each night in Permanent Supportive Housing.

Each item listed below will improve the safety of the facilities, general hygiene of the units, and family and individual well-being.

1)      Flooring in men’s and women’s bathroom – Vendome    $5,000

2)      Plumbing to expand laundry room - FSF   $19,500

3)      Parking lot lights (LED) – FSF  $5,600

4)      Exterior painting -- FSF $50,000

5)      Flooring – emergency staircase – FSF $7,100

6)      Flooring – computer room – FSF  $3,000

TOTAL REQUEST: $90,200

The funds are to be disbursed to LifeMoves for these purposes.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2016-17 for the purposes stated herein.
