Update as of February 6, 2026 

The Center on Homelessness is sharing an update on the status of FY 2025 and FY 2026 HUD Continuum of Care (CoC) NOFO funding following congressional action earlier this month. 

FY 2025 Funding Status 

At this time, no changes are anticipated to the total FY 2025 CoC funding allocated to our community. The San Mateo County CoC’s FY 2025 Priority Listing has been submitted to HUD with the three Special NOFO applications accepted (but not ranked, since ranking was not required this round). All other renewal projects are expected to be renewed by HUD, and no additional action is required from applicants at this time. 

Recent congressional appropriations direct HUD to proceed with FY 2025 renewals. If there are delays in award announcements, HUD is required to issue non-competitive, 12-month renewals to expiring grants in calendar year 2026, prioritizing grants that expire earliest. Projects renewed under these provisions must not be penalized or disadvantaged in future FY 2025 or FY 2026 funding opportunities. 

FY 2026 NOFO Outlook 

Congress approved approximately $4 billion nationally for FY 2026 CoC NOFO funding. The legislation also establishes Tier 1 funding at no less than 60% of a community’s Annual Renewal Demand (ARD), addressing earlier concerns about potential funding reductions. The legislation also requires HUD to publish the FY 2026 CoC NOFO by June 2026, with award announcements anticipated in December 2026. 

Court-Related Considerations 

Court proceedings related to the FY 2025 NOFO published in November 2025 remain ongoing and could affect HUD guidance or timelines. The Center on Homelessness will continue to monitor developments and will share updates if changes occur that impact the FY 2026 NOFO or local planning. 


Update as of January 15, 2026 

On January 9, 2026, in order to comply with a recent court order, the U.S. Department of Housing and Urban Development (HUD) published an updated FY 2024/2025 Notice of Funding Opportunity (NOFO) for the Continuum of Care Homeless Assistance Program. The FY 2025 NOFOs issued in November and December 2025 are not in effect due to a court injunction.  

Because the court cases remain ongoing, the final outcome—and whether the injunction will remain in place—remains uncertain. As a result, the 2025 local CoC competition launched in December 2025 is now indefinitely suspended. The local communications and materials used for that 2025 local competition are now archived here. Applications submitted during that competition may still be useful, depending on further developments, if not for FY 2025 NOFO then in preparation for the anticipated FY2026 NOFO, which is expected in the coming months.   

The current FY 2024/2025 NOFO has the deadline of February 9 for Continuum of Care to request project renewals. Because this NOFO is for a two-year competition cycle where the primary competition steps occurred in 2024, there are limited actions needed at this time. Under HUD's current guidance, projects that were awarded funds under the FY 2024 NOFO with grants expiring in 2026 are not required to apply for renewal in order to be awarded renewal funds for FY 2025, as their FY 2024 application will be applied to FY 2025 by default. Other projects with grants expiring in 2026 (locally, only the 2022 Special NOFO grants) may request renewal. New projects may only be created through the reallocation of existing funds.  

Given the current status of the NOFO, the Center on Homelessness is working directly with existing CoC grantees to coordinate steps for renewal process for eligible renewal projects by HUD’s deadline of February 9, 2026.
