The CoC Steering Committee approved the CoC Application and CoC Priority Listing for the FY2026 CoC Program Competition.

Update as of September 25, 2026
On September 16, 2026, the Court of Appeals granted HUD an Emergency Stay of the District Court’s ruling. This means that HUD can proceed with the 2026 CoC NOFO as if the District Court had not ruled while its appeal of the District Court’s decision is resolved.
On September 18, 2026, HUD re-released the FY2026 CoC NOFO and established a new NOFO submission deadline of September 30, 2026.
Based on the NOFO deadline, the Center on Homelessness immediately issued updated instructions and timelines to project applicants.
At this time, the CoC Priority Listing previously established through the local competition process and posted below in the 2026 CoC Project Priority Listing section will continue to serve as the basis for the CoC Consolidated Application submission.

Update as of August 17, 2026
On August 7, 2026, the U.S. District Court for the District of Rhode Island vacated HUD's FY2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). A link to the judgement is here. As a result, HUD is unable to proceed with the FY2026 CoC Competition under the current NOFO, and all associated deadlines are no longer in effect.
In response, the San Mateo County Center on Homelessness has temporarily suspended all activities related to the FY2026 local CoC competition while awaiting further information from HUD. Any updates to the local competition or project funding will be communicated through our CoC email list and posted on this webpage.

The Center on Homelessness will provide an update on the Court's decision, any response released by HUD, and the implications for the FY2026 CoC Competition during the CoC Steering Committee meeting on Friday, August 21, 2026, at 2:00 p.m. All interested community members are welcome to attend.

2026 CoC Project Priority Listing
Update as of August 3, 2026
The 2026 San Mateo County Continuum of Care (CoC) NOFO Priority Listing is now available.
The Priority Listing reflects the results of the local review and ranking process conducted in accordance with the 2026 Review and Ranking Policy. Please note that the Priority Listing is preliminary and is not considered final until it has been reviewed and formally approved by the CoC Steering Committee.
Applicants may submit an appeal per the process outlined in the CoC’s approved Project Review and Ranking Process document, the due date for any appeal is no later than 12:00pm on August 6, 2026.

The CoC Steering Committee is scheduled to consider and approve the final Priority Listing on August 21, 2026.

Competition Overview and Timeline
For the 2026 NOFO competition, all agencies applying for new and renewal funding will submit a local application. Local applications will be scored and ranked on the CoC’s Priority Listing by a neutral and non-conflicted review panel. Applications accepted onto the Priority Listing will then be required to submit an application in esnaps.
Additional information about the local competition process can be found in the FY26 Review and Ranking Policy, approved by the CoC Steering Committee on June 8, 2026.

Application Materials
Applicants must submit a local application by the due dates below. The Review Panel will score and rank projects on the Priority Listing according to the local applications they receive. Only those projects (both renewal and new) accepted and ranked on the Priority Listing will be required to submit an application in esnaps. Additional information on the esnaps application process will be shared with applicants at a later date.
All applicants should review and be familiar with the FY26 Review and Ranking Policy.

Renewal project applications are due by July 10, 2026 at 12:00PM to HSA_Homeless_Programs@smcgov.org.
Each renewal applicant will be sent an application template with pre-populated performance data. Please contact HSA_Homeless_Programs@smcgov.org if your organization has not received their application template(s) by June 25, 2026.
Renewal project applicants must submit:

- All required attachments listed in the renewal application template
