Update as of January 15, 2026
In order to comply with a recent court order, HUD reissued the FY 2024/2025 NOFO on January 9. The FY2025 NOFOs HUD released in November and December 2025 are currently suspended due to the court’s injunction and are not in effect. Because the court cases remain ongoing, the final outcome—and whether the injunction will remain in place—remains uncertain. As a result, the 2025 local CoC competition launched in December 2025 is now indefinitely suspended. Applications submitted during that competition may still be useful, depending on further developments, if not for FY 2025 NOFO then in preparation for the anticipated FY2026 NOFO, which is expected in the coming months.
The current FY 2024/2025 NOFO has the deadline of February 9 for Continuum of Care to request project renewals. Because this NOFO is for a two-year competition cycle where the primary competition steps occurred in 2024, there are limited actions needed at this time. Under HUD's current guidance, projects that were awarded funds under the FY 2024 NOFO with grants expiring in 2026 are not required to apply for renewal in order to be awarded renewal funds for FY 2025, as their FY 2024 application will be applied to FY 2025 by default. Other projects with grants expiring in 2026 (locally, only the 2022 Special NOFO grants) mayrequest renewal. New projects may only be created through the reallocation of existing funds.
Given the current status of the NOFO, the Center on Homelessness is working with existing CoC grantees to coordinate steps for renewal process for eligible renewal projects.
Update as of December 23, 2025
On December 23, 2025, a federal court ordered HUD to pause several recent actions, including the cancellation of the FY 2024–2025 CoC and Youth Homelessness Demonstration Program Notice of Funding Opportunity (NOFO), the rollout of a new FY 2025 CoC NOFO, and the enforcement of any new conditions or deadlines tied to that new notice. This injunction is temporary and will remain in place while the case proceeds
At this time, the Center on Homelessness is actively monitoring updates on this case and HUD’s next steps, and the Center on Homelessness will provide additional information when available.

Update as of December 8, 2025
On December 8, 2025, HUD announced that they are withdrawing the 2025 CoC NOFO. According to the announcement, which can be reviewed on HUD's website, HUD intends to make revisions and will reissue the NOFO at a later date.
At this time, HUD has not shared when they will reissue the NOFO, the timeline that will be required from communities at the time of reissuance, and any changes that will be included. HSA is actively monitoring this development and will share updates as soon as they are available. Please continue to frequently check this website for updates. If you are not already signed up to receive emails from the CoC mailing list, please reach out to HSA_Homeless_Programs@smcgov.org to be added, and HSA aims to provide you with the most updated information available.
At this time, the local competition is continuing to proceed as outlined in the Applicant Information Session and will follow the dates listed in the Important Dates section at the bottom of this page.
HSA is committed to reducing unnecessary burdens on applicants when the revised NOFO is released. With the information available at this time, it appears that proceeding with the local competition will ensure that our CoC is in the best possible position to respond to a reissued NOFO.

Renewal Project Applicants
Renewal project applications were emailed to the agencies that are eligible to apply. Please notify us immediately at HSA_Homeless_Programs@smcgov.org if you did not receive this email and are an eligible agency.

Competition Overview
This overview contains important and time sensitive information about the 2025 CoC NOFO and this year’s local competition.
Funding of approximately $3,918,000,000 is available through this NOFO nationwide. HUD has made several significant changes to the FY2025 CoC NOFO. As part of these changes, organizations will be encouraged to submit new types of projects that align with HUD’s revised funding priorities. HSA strongly encourages applicants to review the following information closely and continuing to check this page, which will be updated going forward with the most current information on the CoC Program funding competition.
As in past years, local CoC funding is divided into two tiers, with projects in Tier 1 more likely to be funded than projects in Tier 2.
The CoC Steering Committee met on Monday, December 1, 2025, from 2:00-3:00PM to hear more information on the NOFO and vote on the Review and Ranking Policy. The 2025 Review and Ranking Policy was approved and is available. *New Changes*
- Tier 1 is significantly smaller this year. It is now set at 30% of the CoC’s Annual Renewal Demand (ARD).
(Previously, Tier 1 represented 90% of the CoC’s ARD.) This means that 70% of the package will be treated as competitive and may contain renewals or new projects. - Permanent Housing funding is now capped at 30% of the CoC’s ARD. For the San Mateo CoC, no more than $4,467,800 may be used to fund permanent housing projects, including Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), and Joint Transitional Housing–Rapid Rehousing (TH-RRH).
- All other projects must be for transitional housing, supportive services only, including standalone services, street outreach, and coordinated entry, and Homeless Management Information System (HMIS – only allowed for the HMIS Lead) projects.
(Currently, 96%, or $14,349,152, of the CoC’s ARD is funding permanent housing projects.)
Updated Project Eligibility and Participation Requirements
*New Changes*
- To meet project eligibility thresholds, applicants must certify affirmatively to the following:
- (1) the project applicant will not engage in racial preferences or other forms of illegal discrimination, and;
- (2) the project applicant will not operate drug injection sites or “safe consumption sites,” knowingly distribute drug paraphernalia on or off of property under their control, permit the use or distribution of illicit drugs on property under their control, or conduct any of these activities under the pretext of “harm reduction.”
- Transitional Housing projects must provide 40 hours of customized services to program participants (with some exceptions) and have experience operating similar programing.
- Permanent Housing project must require program participants to take part in supportive services (e.g., case management, employment training, substance use disorder treatment)
Funding Availability for Our Community
Our CoC may apply for the following estimated awards:
- Annual Renewal Demand: $14,892,936
- CoC Bonus Amount: $2,978,587
- DV Bonus amount: $564,373
There are still a number of things that we don’t know at this time, including how Bonus amounts are counted in the 30% cap, and the e-snap applications themselves are not yet available. HSA is working to get answers and prepare the materials for the next steps in the process, as listed below. We know HUD’s NOFO timing means that the time for preparing applications will be short. We encourage you to think about whether your agency may be interested in submitting a new project in one of the eligible categories above.
As a community we know that these changes may have significant impacts on people who are already housed and our overall homeless system. We are also looking at strategies for mitigating those concerns.
