DISTRICT 2 (Supervisor Carole Groom)

FY 2015-17 Measure A Request InnVision Shelter Network (now known as LifeMoves) $79,000 One-Time Grant

San Mateo County serves as a social safety net for our most vulnerable residents. In this capacity, one of the populations that the County focuses its services on are homeless families and individuals.

This is a $79,000 one-time request for grant monies that will promote the health, wellbeing, and comfort of homeless residents living in InnVision Shelter Network housing. The County Manager’s Office will work with InnVision Shelter Network staff on terms of the grant agreement for this one-time contribution.

InnVision Shelter Network:

InnVision Shelter Network is dedicated to helping homeless families and individuals across Silicon Valley and San Francisco Peninsula return to permanent housing and self-sufficiency.

InnVision Shelter Network (IVSN) is a leading provider of shelter/housing and supportive services in San Mateo County. IVSN provides interim and stabilization shelter, permanent supportive housing, outreach, rapid re-housing, and homelessness prevention services.

Through community support—including financial contributions, in-kind donations, and volunteerism—IVSN empowers those in our community struggling with poverty and homelessness to gain valuable skills that lead to long term self-sufficiency.

The funds are to be disbursed to InnVision Shelter Network for the following purposes: All expenses are for First Step for Families, InnVision Shelter Network’s site-based shelter for 39 homeless families at 325 Villa Terrace in San Mateo. The requests concern capital improvements for important deferred maintenance.

1. Flooring. The carpet at the facility is over 10 years old. Each unit “turns over” 3 – 4 times each year, and the carpets are now threadbare. Stanford Pediatric Residents (volunteers) have informed InnVision that carpets are the single greatest cause of asthma irritants affecting families served by InnVision Shelter Network; furthermore, asthma is the top chronic health condition affecting the families served by the organization. The carpet is to be replaced by a laminate flooring product at a cost of $54,000 and will support the health and wellbeing of the families who reside in the shelter.

2. Hot Water Heaters. The existing hot water heaters at the facility are failing. This allocation will be used to purchase five large hot water heaters at a cost of $5,000 each, for a total of $25,000.

The total allocation request for the new laminate flooring and the hot water heaters is $79,000.

The release of funds will be contingent on the execution of a Grant Agreement providing for the County’s confirmation of the expenditure of funds during FY 2015-16 for the purposes stated herein.
