The Human Services Agency acts as the Community Action Agency for the County of San Mateo.
The objective of the San Mateo County Community Action Agency is to provide services and resources that promote and encourage self-sufficiency to the most vulnerable members of the community.
The Community Action Agency partners with the Core Service Agencies.

2025 CAA Board Member Low-Income Sector Representative Election Outcome
The San Mateo County Community Action Agency Board (CAA Board) recently held an election for a low-income representative seat on the CAA Board. The CAA Board oversees the use of Community Services Block Grant (CSBG). This grant is currently used to provide financial assistance to residents of the County for preventing and ending homelessness. The CAA Board’s role involves meeting quarterly to review reports on services provided with CSBG funds and discuss related subjects. Board members are expected to attend quarterly meetings and vote on Board decisions. Board members serve as volunteers with no compensation. The CAA Board’s low-income representatives are expected to have knowledge of and interest in the community and its low-income population.
Nominations for the vacant low-income representative seat were accepted between June 11, 2025 to July 25, 2025. Two qualified candidates were included in the final ballot. The ballots were available online and via printed paper ballots distributed at the Core Service Agencies and at Human Service Agency offices throughout the County. The ballots were available in English, Spanish, Tagalog, Simplified Chinese, and Traditional Chinese. The voting period officially opened on September 19, 2025, and closed at the end of day on November 10, 2025.
The final vote count is shown in the graph below. The winner of the election for the vacant low-income representative seat is Rose Saucedo.

The Community Action Agency is overseen by the Community Action Agency Board, which generally meets quarterly. Meetings are open to the public.
