Recent federal law passed by Congress and signed by the President limits CalFresh eligibility to certain groups of lawfully present noncitizens. This legislation is known as H.R. 1 or the One Big Beautiful Bill Act (Public Law 119-21) . 1 Even though many lawfully present noncitizens are losing CalFresh eligibility, some are still eligible for CalFresh or the California Food Assistance Program (CFAP). CFAP is California’s state-funded food benefit program for certain groups of qualified noncitizens.
