The Homeless Housing, Assistance and Prevention (HHAP) Program is a State of California block grant program designed to support regional coordination and expand or develop local capacity to address immediate homelessness challenges. HHAP provides local jurisdictions with flexible funding to address homelessness locally through evidence-based practices. HHAP was first authorized by AB 101 (Committee on Budget, Chapter 15, Statutes of 2019). 

To date, the state has made 6 rounds of funding available under the HHAP program. San Mateo County and its joint applicant, the CA-512 Daly City/San Mateo County Continuum of Care (CoC), have been awarded 5 rounds of funding, totaling $14.1 million dollars, and submitted an application under Round 6.   There are more details on each round of funding below.

HHAP-1

The San Mateo County Board of Supervisors adopted a  resolution authorizing the acceptance of HHAP-1 funds in February 2020. San Mateo County and the CA-512 Daly City/San Mateo County Continuum of Care submitted a joint application for HHAP-1 funds in 2020. The joint allocation totaled $3,431,246.34. The joint applicants met the June 30, 2025 deadline to fully expend HHAP-1 grant funds.

HHAP-2

The San Mateo County Board of Supervisors adopted a resolution authorizing the acceptance of HHAP-2 funds in April 2020. San Mateo County and the CA-512 Daly City/San Mateo County Continuum of Care submitted a joint application for HHAP-2 funds in 2020. The joint allocation totaled $1,597,106.00. The joint applicants are on target to fully expend HHAP-2 funds by the deadline of June 30, 2026. 

HHAP-3

The San Mateo County Board of Supervisors adopted a resolution authorizing the acceptance of HHAP-3 funds in October 2021. San Mateo County and the CA-512 Daly City/San Mateo County Continuum of Care submitted a joint application for HHAP-3 funds in 2022. The joint allocation totaled $4,375,128.66. The joint applicants are on target to fully expend HHAP-3 funds by the deadline of June 30, 2026. 

HHAP-4

The San Mateo County Board of Supervisors adopted a resolution authorizing the acceptance of HHAP-4 funds in May 2023. San Mateo County and the CA-512 Daly City/San Mateo County Continuum of Care submitted a joint application for HHAP-4 funds in 2022. The joint allocation totaled $4,658,200.66. The deadline to fully expend HHAP-4 is June 30, 2027. 

HHAP-5

The San Mateo County Board of Supervisors adopted a resolution authorizing the acceptance of HHAP-5 funds in August 2024. San Mateo County and the CA-512 Daly City/San Mateo County Continuum of Care submitted a joint application for HHAP-5 funds in 2024. As part of the application process, the Joint Applicants held three public feedback sessions to gather input to inform the application. The joint allocation totaled $5,237,945.50. The deadline to fully expend HHAP-5 funds is June 30, 2028. 

HHAP-6

San Mateo County and the CA-512 Daly City/San Mateo County Continuum of Care submitted an application for HHAP-6 funds. The joint allocation totals $5,026,361.32.
