Adam joined the County Executive's Office in 2022 after first serving as an attorney in the County Attorney's Office, where he represented County departments, agencies, commissions, and partners in areas such as child protection, education, criminal justice, capital projects, workforce housing and litigation. In 2019, Adam was named director of the County Project Development Unit, which handles County ground-up capital construction. In that role, Adam oversaw the design and delivery of the largest construction portfolio in the history of the County, including, among other projects, the San Mateo County Navigation Center, Cordilleras Mental Health Campus, the San Mateo Medical Center, the Regional Operations Center, and the 500 County Center Office Building and Civic Campus. 

Before joining the County, Adam worked as an attorney in private civil and criminal practice and as a public defender, where he participated in capital defense, handled juvenile and criminal matters, and advocated for immigration reform. Adam holds a bachelor's degree in philosophy and a Juris Doctorate, both earned at the University of California at Los Angeles. He lives in San Mateo County with his wife and two children.
