The Mission of the Coalition to End Violence, Abuse, and Exploitation (the "Coalition EAVE") is to promote hope, health, and safety by elevating survivor voices, closing systemic gaps, strengthening organizational collaborations, and implementing initiatives to keep people safe, healthy, and free from domestic, sexual, child, and elder abuse and violence.

A San Mateo County where all individuals live free from abuse and violence.

Guiding Principles

Coalition EAVE members commit to:

  • Trauma-informed practice that prioritizes safety, choice, empowerment, collaboration, and trust.
  • Survivor-centered approaches that honor lived experience, autonomy, and cultural humility.
  • Equity and inclusion, recognizing and addressing the disproportionate impact of violence on marginalized communities.
  • Public-health frameworks, emphasizing prevention, early intervention, community education, and systems-wide collaboration
  • ​​​​​​​Evidence-based practice, including continuous quality improvement informed by data, research, and best-practice standards.

Core Leadership

County of San Mateo is the Lead Agency due to the administrative role it plays. Coalition EAVE shall be housed within the County Executive’s Office or other appropriate County Office or Department until a Family Justice Center is established, at which point moving the body to be housed within that organization shall be considered.

Core Partner Agencies

Coalition EAVE shall be composed of Core Partner Agencies, which may include:

  • Community-based domestic violence victim service provider 
  • Community-based sexual violence victim service provider 
  • Community-based human trafficking victim service provider
  • Community-based service provider for non-violence and rehabilitation 
  • Survivor Advisory, once it has been formed 
  • Family Justice Center leadership 
  • San Mateo County Supervisor 
  • County Executive Office 
  • District Attorney’s Office
  • Coroner’s Office
  • Public Safety
  • Health Agency
  • Human Services Agency
  • Children and Family Services
  • Judiciary, including family law courts 
  • Legal aid organization specializing in family law 
  • San Mateo County Office of Education
  • City in San Mateo County
