Juan Raigoza assumed the office of County Controller in January 2015.  Controller Raigoza began working for the County of San Mateo Controller’s Office in 2001 as a senior internal auditor.  He also served as the division manager of the Controller’s payroll and information systems divisions.  Prior to being elected as Controller, he was the County’s Assistant Controller for three years.

During his time with the County, Juan has developed expertise in governmental accounting, auditing and internal controls.  His knowledge of financial accounting, information systems and operations management continue to enable him to assess county operations and develop recommendations and solutions to improve operations. 

Juan is a member of the Government Finance Officers Associations (GFOA) and of the California State Association of County Auditors (CalSACA).  He currently serves, for fiscal year 2022 - 23, as President of CalSACA's board.

Raigoza’s office has received the GFOA’s Award for Excellence in Financial Reporting for the County of San Mateo’s Annual Comprehensive Financial Report for 21 consecutive years, while the County’s Popular Annual Financial Report, also known as the Financial Highlights report, has been honored for 19 consecutive years.

Prior to joining the County, he worked as a state and local tax consultant for Ernst & Young and as a management consultant for Deloitte & Touche, where he primarily advised public sector clients.  Juan also worked as a tax auditor for the California Franchise Tax Board, where he conducted income tax compliance audits of multi-national corporations headquartered in the San Francisco Bay Area.

Juan has an undergraduate degree in Business Administration with a concentration in finance and accounting, and a Master of Business Administration (MBA) with a concentration in management information systems from California State University, Chico.
