    RE: Civil Grand Jury Returned Accusation

    On Friday, June 27, 2025 the San Mateo County civil grand jury issued an Accusation against Sheriff Christina Corpus for willful or corrupt misconduct in office pursuant to California Government Code section 3060. The Accusation comes after the matter was referred to the civil grand jury by the Board of Supervisors in November of 2024.

    The allegations against Sheriff Corpus include one count of conflict of interest in violation of San Mateo County Charter Article 5, section 510, and three counts of retaliation in violation of San Mateo County Ordinance Code section 2.14.090. The conflict of interest allegation pertains to the hiring and supervision of former Executive Director of Administration, Victor Aenlle, with whom she had a close personal relationship. The three counts of retaliation pertain to the termination of Assistant Sheriff Ryan Monaghan; the transfer of Captain Brian Philip; and the arrest of Deputy Carlos Tapia, the president of the Deputy Sheriff’s Association.

    The Accusation follows a month-long hearing in which thirty-two witnesses, including Sheriff Corpus, testified under oath. The hearing was conducted by the San Mateo District Attorney’s Office which acted as advisor to the civil grand jury.

    Sheriff Corpus is scheduled to appear in court on July 15, 2025 at 9 a.m. in Department 9, Presiding Judge Stephanie Garratt, to answer the Accusation. Sheriff Corpus is entitled to a trial by jury on the Accusation.
