*LAFCo sphere policy indicates: "Where a special district is coterminous with or lies substantially within the boundary or sphere of influence of a general-purpose government which is capable of assuming the public service responsibilities and functions of that special district, the special district may be allocated a designation of dissolution sphere of influence which encompasses no territory."
