The San Mateo Operational Area Emergency Services Organization
The San Mateo Operational Area Emergency Services Council (ESC) is comprised of government representatives from the County of San Mateo and all 20 incorporated cities and towns within the County. The ESC’s mission is to coordinate efforts across the five phases of emergency management - prevention, protection, response, recovery, and mitigation - while supporting regional public information and notification systems such as SMC Alert, other situational awareness tools, and the regional hazardous materials emergency response program.
