Purpose
In March 2026, the Department of Public Works revised the Neighborhood Traffic Management Program (NTMP) to standardize the guidelines by which residents and property owners can request traffic calming studies to verify and address traffic-related concerns in the unincorporated areas of San Mateo County. This process can result in the development and installation of physical traffic calming devices in a neighborhood.
Scope
- The NTMP applies only to local streets or local roads, as defined under the California Road System - Functional Classification Map. The NTMP does not apply to arterial or collector roads.
- Traffic calming device installations require the support of the California Highway Patrol, the governing fire department, and the Sheriff’s Office.
- Traffic calming devices will be planned, designed and used in keeping with sound engineering and planning practices and in compliance with the California Manual on Uniform Traffic Control Devices.
- Traffic calming devices require neighborhood support as part of the evaluation prior to implementation.
- Potential traffic calming devices may include, but are not limited to, the following:
- Speed humps
- Raised Crosswalks
- Painted Curb Extensions (Bulb-Outs)
- Requests for traffic calming devices will be evaluated on a first-come, first-served basis. Implementation of approved projects is based on funding availability.
Request For Traffic Calming
Any person who owns property or resides on a local street in the unincorporated area of San Mateo County may initiate a request for neighborhood traffic calming devices on their street. To learn more about the requirements and process, carefully read the NTMP document below. Do not fill out the NTMP Request Form and NTMP Petition Form before reading the NTMP document.
