About the Project

The Department plans to replace the deteriorating pedestrian/bicycle bridge over Arroyo de en Medio in its current location and reinforce the banks adjacent to the bridge. The project area extends along the bluff below Mirada Road, from Medio Avenue to the Mirada Road cul-de-sac south of the existing pedestrian bridge.  The project proposes to retain the current alignment of the pedestrian/bicycle bridge and trail.

Project Status

Bridge Closure:

  • Bridge was closed on July 27, 2020 due to the severe rusting and poor condition of the bridge (see Bridge Closure Announcement).
  • The detour route is opened on September 21, 2020 after Public Works obtained Caltran's approval to provide a detour route on HWY 1 shoulder within their right of way.

Construction:

  • June 2022 – First working day: 6/27/2022. Contractor has mobilized and has begun working in the beach area for debris removal.
  • July 2022 – Contractor prepared the site for the installation of soil nail walls and removed the old bridge.
  • October 2022
    • Contractor completed installation of soil nails, mesh reinforcement, drainage mats/weepholes, and application of the initial shotcrete layer along the entire wall (with exception to a small portion of the wall West of stairway of the South abutment).
    • Anticipated construction includes the placement of the wall reinforcement, application of final layer of decorative shotcrete, stairway construction at the South abutment, as well as the installation of the prefabricated bridge. Supply chain issues have caused bridge fabrication and delivery date to be pushed back tentatively to February 2023.
  • November 2022
    • Contractor completed both the North and South Shotcrete Walls, including final sculpturing colored concrete shotcrete layer.
    • Contractor had started beach work, which includes installation of a riprap (RSP) layer, beach sand grading to cover the RSP layer, removal of the cofferdam, and finally fine grading the beach area, to be open back to the public.
  • December 2022 - The beach area has been restored and open to the public. Installation of the new pedestrian bridge and construction of the concrete staircase will resume beginning Spring 2023.
  • January 2023 - No construction activities due to winter storms. Bridge vendor has started fabricating the new pedestrian bridge.

  • February 2023 - Bridge fabrication in progress. County has been coordinating with permitting agencies to prepare for the continuation of construction. The new pedestrian bridge installation is anticipated in Spring 2023.

  • March 2023 - Bridge fabrication in progress. The new pedestrian bridge Installation is anticipated to take place April 2023 and the Mirada Road cul-de-sac staircase beach access in Summer 2023.

  • April 2023 – On Thursday 4/20/2023 the Pedestrian Bridge was delivered to the Mirada Rd Cul-De-Sac, and the 2-bridge segments were spliced together. The company that operates the 159,000 lbs 8 axles crane, needed to install the bridge, is still waiting on Caltrans to allow/permit the crane to drive down HWY 92.  As of the 4/26/2023 morning Caltrans had not permitted the crane to drive down HWY 92 towards Mirada Rd.

  • May 2023 – On Thursday 5/4/2023, the pedestrian bridge was installed. Following the bridge installation several construction items will remain, including the installation of the concrete staircase, sidewalk, paving, amenities, fencing and railings. To ensure the safety of the public and the workers, the bridge is closed as the Department of Public Works determines the appropriate time to open it for use.

  • June 2023 – Construction of concrete staircase is anticipated to begin early June 2023. However, unexpected creek flow during this time of year due to heavy winter storms may delay construction. To ensure the safety of the public and the workers, the bridge is closed as the Department of Public Works determines the appropriate time to open it for use.

  • July 2023 - Survey and design modifications for the concrete staircase were carried out due to inclement site conditions.  Permit extensions secured.  Pre-construction biological surveys were performed. Construction was delayed due to excess creek flow, tidal waters, and changing sand levels .  Contractor resumed work on concrete staircase, bottom section of staircase was completed. The construction site continues to pose potential safety hazards for pedestrians if the bridge were to open now.  Viable options to partially open the bridge during non-construction hours are a top priority and are being explored by the County.

  • August 2023 – Mid-section of concrete staircase was completed. Contractor continued to dewater the ocean tide/creek flow. Asphalt paving and fence/railing installation will begin once the staircase is complete. The construction site continues to pose safety hazards for pedestrians if the bridge were to open now.  Options to partially open the bridge during non-construction hours are a top priority and are being explored by the County.

  • September 2023 – The entire concrete staircase was completed. Cofferdam and dewater equipment were removed from the beach. Beach sand was re-graded to an even surface. Contractor began reconstructing asphalt path and concrete driveway/sidewalk on the south end of the bridge.

Bridge Opening:

  • Construction of the concrete staircase, railings, and hardscape have been completed. The Mirada Road Pedestrian Bridge opened to public on October 26, 2023.
