Glenn has nearly 20 years of experience in local government law and re-joined the County Attorney’s Office in 2026 after having worked here from 2008 to 2017. He is currently assigned to San Mateo County Health with a focus HIPAA and privacy issues, the Department of Emergency Management, Fire Protection, and Human Resources.  He also handles litigation and other projects as assigned. 

Prior Experience

Glenn graduated law school in 2001 and clerked for the United States Court of Appeals for the Tenth Circuit for one year.  Glenn next worked at two highly regarded commercial law firms in the Bay Area as a litigation and then intellectual property litigation associate.  Glenn then worked with our office for over nine years and after that with the San Francisco City Attorney’s Office on the Health & Human Services Team for over eight years.  Glenn has extensive government and healthcare legal experience, including serving as counsel for San Mateo Medical Center, Zuckerberg San Fransico General Hospital, Laguna Honda Hospital and Rehabilitation Center, the San Fransico Department of Disability and Aging Services, the San Francico Medical Examiner, and the San Mateo County Coroner.  Glenn’s practice includes substantial experience in public meetings and public records laws, contracting and procurement, labor and human resources issues, public health and infectious diseases, hospital medical staff and governance, sensitive investigations, policy development, information sharing and protection, privacy and compliance, working with state and federal regulatory agencies, and training staff and other attorneys.  Glenn also has experience with child protective services cases, mental health conservatorships, whistleblower complaints, and adult protective services.
