Candice joined the County Attorney’s Office in 2025 with more than 15 years of public-sector experience, primarily in the field of child welfare.  She has represented both parents and children in juvenile dependency proceedings at the superior court and appellate levels, bringing substantial litigation expertise to her role.  Her background also includes serving as minors’ counsel in family law cases and representing students in special education matters.

At the County Attorney’s Office, Candice handles litigation on behalf of Children and Family Services and serves as counsel to the special education divisions of Jefferson Union High School District, Jefferson Union Elementary School District, and Brisbane Elementary School District.  She also represents the First 5 Commission of San Mateo County.  In addition to her work in these areas, Candice supports the County’s civil litigation matters and is a member of the Code Enforcement Team.

Candice earned her undergraduate degree from the University of California, Los Angeles, where she double-majored in History and Sociology.  She received her Juris Doctor from the University of San Francisco School of Law.
