On November 10, 2022, a proposal (LAFCo File No. 22-09) was submitted to San Mateo LAFCo to establish the East Palo Alto Sanitary District (EPASD), an independent special district, as a subsidiary district of the City of East Palo Alto (City).

If the proposal is approved by the LAFCo Commission, the City would become the governing board of EPASD. Approval of this proposal would not alter the boundaries of EPASD or the sewer services provided by EPASD. Revenue collected by EPASD would be separate from the City’s General fund and could only be used for sewer operations and maintenance.

The proposal submitted by the City includes a resolution of application, application materials, a plan for service, a capital improvement plan, and a proposed budget for EPASD operations and maintenance and capital improvements.

The subsidiary district application process is expected to take approximately 6-8 months. There will be several opportunities for the public to review and provide comment, including an in-person community workshop in East Palo Alto, a public hearing, and LAFCo Commission meetings. On June 15, 2022 the Commission reviewed and approved the MSR for the City of East Palo Alto, East Palo Alto Sanitary District and West Bay Sanitary District. The Proposal was deemed incomplete by LAFCo on December 9, 2022.
