Homeless outreach programs, including the LifeMoves Homeless Outreach Team, provide services to people experiencing unsheltered homelessness.  Outreach case managers work to build rapport with their clients and connect them to shelter and other services, with the goal of helping them return to permanent housing.

Non-congregate shelter, such as Coast House, is a new type of shelter program that the County launched in former hotels that provides shelter residents with a safe, temporary, and private place to stay while they work on identifying and moving into permanent housing. The program provides housing-focused case management, intensive on-site support services, and connections to many supportive services. Coast House is the first shelter located on the Coastside.

El Camino House is a short-term program designed to act as a safety net for individuals who are experiencing homelessness and have been unsheltered (living outdoors, in vehicles or other places not meant for human habitation). Individuals that enter shelter receive immediate short-term caser management to address and resolve current crises, as well as intensive case management focused on addressing barriers that prevent them from securing permanent housing.

Family shelters, such as Family Crossroads Shelter located in Daly City, serve families who are experiencing homelessness and provide a safe, temporary place for them to stay while they work on finding permanent housing. The programs provide families with housing-focused case management to help them identify and move back into permanent housing, while also providing support in other areas such as education, employment, healthcare, and other supportive services.
