Housing & Community Development (HCD) of the Department of Housing assists very low, low and moderate income residents through financing and community development in order to stabilize and improve their quality of life. HCD provides loan financing, project funding and technical assistance in addition to services provided through partnerships with non-profit organizations, other public agencies and the private sector.
